Omar Fodeh\, Geoforum Danmark \n02.05 – 03.20: Three presentations on various topics within security issues from the Nordic countries will be given. \n02.05 – 02.30: Strategies for GIS and Mapping in Crisis. Jonny Halvarsson\, Municipality of Luleå.\nHaving a sustainable\, long-term strategy for GIS development is essential. Since 2017\, the Municipality of Luleå has actively worked according to such a strategy.\n \nA key objective is the use of GIS and geospatial data in crisis situations. Maps play a vital role in supporting efforts to protect lives and property. In this session\, we present how Luleå works with Crisis GIS\, including initiatives such as emergency services coordination\, risk analysis\, GIS governance\, and information security. \nWe also describe how Luleå and Boden\, since 2024\, jointly operate a local geocell (“GIS resource”) to support emergency services during wildfires\, based on the BrandGIS concept. In summer 2025\, this geocell was activated for over a week during a major wildfire near Lilleselet in Jokkmokk Municipality. Follow the events of this intense period and how maps and situational awareness were developed to support firefighting operations. \n02.30 – 02.55: Positioning in an uncertain world. Randi Fagerholt\, SINTEF.\nThe HyPos project\, launched in 2022 by Norwegian Mapping Authority\, aims to explore how high-precision GNSS and real-time 5G positioning can be combined into a scalable hybrid positioning service that leverages the strengths of both technologies. \nAs geopolitical conditions have become more uncertain\, the project has increasingly focused on ensuring that positioning services remain robust and resilient. By examining both worst-case (fragmentation) and best-case (cooperation and innovation) scenarios\, stakeholders identified key needs and vulnerabilities. They emphasized that improving reliability\, continuity\, and the ability to function under degraded conditions is more critical than achieving even higher accuracy. \nKey concerns include vulnerability to jamming and spoofing\, dependencies between GNSS\, telecom\, and power infrastructure\, and the need for stronger cross-sector coordination\, clearer responsibilities\, and more systematic testing. Issues of both trust and overreliance on digital systems were highlighted as risks to preparedness. \n02.55 – 03.20: Find Your Shelter: Civil Preparedness in Cold War Aarhus. Adela Sobotkova and Rosanna Farbøl\, Aarhus University.\nSince the war in Ukraine in 2022\, the issue of civilian shelters has resurfaced. Four years later\, Denmark still lacks a public map with the locations and condition of shelters – unlike its Nordic neighbours who developed digital platforms facilitating navigation to nearby shelters. This is in contrast to the Cold War when information on shelters in Denmark was plentiful\, shelters were well maintained\, marked and an integral part of urban defence. \nThe MELICA project seeks to bridge the gap between past and present for the City of Aarhus. Since 2024\, the team has digitized local civil defence archives\, mapped and revisited shelters\, and analyzed their distribution and afterlives.
